Can foreigners buy property in Peru?

Yes. Foreign nationals hold the same property rights as Peruvian citizens, with one narrow border exception.

Peru places no general restriction on foreign ownership of real estate. A non-resident foreigner may hold title to an apartment or house in their own name, on the same legal footing as a Peruvian national.

The single constitutional exception concerns land within 50 kilometres of an international border, which requires a supreme decree to acquire. No part of Lima falls within that zone, so it does not affect purchases in Miraflores.

To sign a purchase contract you will need a Peruvian tax identification number (RUC) or, more commonly for individuals, a passport plus a migration permit to sign contracts if you are in the country on a tourist stamp. Buyers who prefer not to travel can appoint a Peruvian attorney through a power of attorney legalised at a Peruvian consulate.
